Priorities
1. Registration
In the view of Romania accession to EU, the EU legislation regarding the registration of crop protection
products had to be transposed and implemented. A registration framework in line with the EU system is at
the top of our strategic agenda, as we work to ensure that legislation and industry initiatives optimise
the Romanian registration scheme and harmonisation with the European system.
AIPROM is a recognised partner of the regulatory authorities, and aims to achieve a pragmatic, timely and
smooth transposition of EU registration legislation.
We co-operate closely with the Ministry of Agriculture, Forests and Rural Development and the Interministry
Commission for Phytosanitary Products Registration, hosting joint workshops and developing real solutions to
the challenges posed by the registration of crop protection products, especially during the period of
preparations for Romanian accession to the EU. The main European legislation instrument regulating the
crop protection industry is Directive 91/414/EEC. The Directive has been transposed into Romanian legislation
by Governmental Decisions 1559/2004 amended by GD 894/2005, GD 437/2005 and Common Order 421/687/832 of the
Ministry of Agriculture, Forests and Rural Development, the Ministry of Environment and Water Management and
the Ministry of Health. The legislation ensures that each and every intended use of crop protection products
must be proven to pose no unacceptable risk to humans and the environment before the product can be approved
and used. The key element in the decision-making is a thorough and independent scientific assessment of any
possible risk, which the product may pose.
2. Sustainable agriculture
At the same time, AIPROM aims to be the driving force for sustainable agriculture in Romania. AIPROM is
fully committed to sustainable agriculture, a common-sense approach that combines the ecological care of a
diverse and healthy environment with the economic demands of agriculture.
AIPROM contributes to sustainable use in many ways. The industry develops products with improved environmental
profiles, encourages integrated farming systems, engages in voluntary initiatives, builds dialogue throughout
the food chain and supports farmer training and education. AIPROM fully supports Integrated Crop Management
(ICM), a sustainable crop production system that aims to help farmers balance the economic, environmental
and social goals of sustainable agriculture. ICM has a strong educational component and thereby helps to
improve crop protection practices.
We also believe that integrated farming systems which combine conventional crop protection methods with
technological innovation should be implemented in Romania on a more extensive scale, which will soon start to
represent a common practice..
3. Food quality and consumer safety
The crop protection industry is fully committed to meeting the standards of the European regulatory system
transposed into Romanian legislation. Food safety is a shared responsibility and AIPROM works closely with
other players in the food chain to achieve the standards Romania must reach in this field.
4. Environment
The crop protection industry association strives to develop products that are agriculturally efficient while
at the same time respecting the environment. Crop protection products are highly regulated and the industry
is committed to meeting the stringent standards of EU and national legislation.
IPROM organises a national collection and incineration/valorising system for the pesticides packaging waste. The project aims to reach the national thresholds for valorising and incineration of pesticides packaging waste set by law.
We advocate product stewardship programmes that promote the responsible transport, storage and use of crop
protection products throughout their life cycle, in close collaboration with distributors and Romanian
farmers.
5. Communication
Communicating openly and effectively is very important. We are continually striving to improve the
understanding of the crop protection industry in Romania. In view of the close integration of Romania into
the EU, the standards and demands for Romanian farmers and the crop protection industry will become
even-higher. Therefore, it is very important that new legislative changes and public demands are communicated
sooner to the industry and farmers.
AIPROM is actively briefing regulators, farmers and journalists on key crop protection issues.
This work includes regular meetings with the regulators, journalists and other stakeholders and AIPROM
publications like regular newsletters, press releases, press articles, etc.
